The big difference between part three and the other parts is that in part three the candidates do not need the absolute majority to become Chancellor; they only need the relative majority.
If nevertheless one of the candidates gains the absolute majority, the President has to appoint him Chancellor.

sagt das 12th amendment...heißt das
1., dass der kandidat die absolute mehrheit des electoral colleges brauch oder nich?
2. dass das house of rep. den kandidaten mit ner zweidrittelmehrheit wählen muss?
